Unless otherwise specified by us, the owner is responsible for the construction and recording of all works. The owner must meet all the pre-construction requirements before construction commences.
Works must be constructed:
- in accordance with the standard conditions and the special conditions of our Offer
- taking into account our drainage design, construction guidelines and requirements set out in the Drainage Design and Construction section and construction specifications set out in the Construction Specifications
- in accordance with the design
- under the consultant's control and supervision
- under the management of the consultant's quality management system
- in accordance with our drawings and relevant concept drawings
Certification at end of construction
The owner's consultant must complete and sign the Construction Certification Statement and Certification Statement and forward them to us when the works are complete. The consultant must certify that the works have been constructed in accordance with our requirements. These certification statements will be subject to an internal review prior to acceptance.
We won't accept the Construction Certification Statement if it has reason to believe there are discrepancies between the conditions of the works as certified and as constructed.
We'll issue a Certificate of Practical Completion when all of the requirements of the agreement have been met and the works are satisfactorily completed.
Defects liability period
The defects liability period commences from the date of the Certificate of Practical Completion.
The defects liability period must continue until all other services and roads are constructed, to a minimum period of three months. For works involving establishment of vegetation and/or reinstatement of ground cover, the special conditions of the offer may specify a longer defects liability period.
Prior to the end of the defects liability period and before the Works are vested in us, the consultant must complete and sign an End of Defects Liability Certification Statement.
We won't accept the End of Defects Liability Period Certification Statement if it has reason to believe there are discrepancies between the condition of the works as certified and at the end of the defects liability period.
We'll issue a Certificate of Completion when all of the maintenance requirements have been met. Where an extended defects liability period is specified for works involving establishment of vegetation and/or reinstatement of ground cover, separate Certificates of Completion will be provided.
The works will be vested in us from the date of the Certificate of Completion.
Work in and connection to live assets
Only contractors and other personnel who meet our requirements relating to confined space entry are permitted to make connection to, or enter an existing live pipeline or related confined space. Prior to any works commencing in the vicinity of our assets, the contractor must obtain a Permit to Work.
