Waterways operating charter

Melbourne Water is the caretaker of river health and the authority responsible for drainage, river and floodplain management for the whole Port Phillip and Westernport region. Our key aims are to ensure that Melbourne’s natural rivers and creeks are healthy, and that our communities are provided with a safe level of flood protection.

The Waterways Operating Charter sets out Melbourne Water’s responsibilities and the works and services required to achieve 10-year and long-term aims.

The Waterways Operating Charter 2006 covers the same life cycle as Melbourne Water’s Water Plan - from 2005/06 to 2007/08.  The 2006 Charter has 38 commitments.  Each year we audit our implementation of the Charter and report on the audit outcomes.

Thirty-six commitments were either achieved or substantially achieved and two were not.  John Kowarsky and Associates audited the detailed performance records for 2006/07 and Melbourne Water has summarised the results in the table below.

WQ6(b) Waterwatch Strategy Implementation
Melbourne Waterwatch will continue to be supported and participation levels will be maintained.

WQ6 (c) Frog Census
The Melbourne Water Frog Census will be supported, with a minimum of 30 new participants each year.

MF4(a) Community Education program

MF4 (c) Community Projects

Waterway plans for rivers of high social and environmental value will be prepared to meet the implementation targets in the Regional River Health Strategy, as defined in the Water Plan, and will be reviewed twice over their 15-year life.

NA 1 Waterway Management in the New Area
Develop and implement a program for delivery of waterway management services in our new areas in consultation with stakeholders and the community.

WW4(a) Streamflow Management Plan Preparation
Environmental flow regimes will be negotiated through streamflow management plans at a rate sufficient to complete the required eight plans for submission to the Minister by December 2009.

WQ7 Capacity Building
Melbourne Water will build the capacity of industry and councils to deliver best practice environmental management of stormwater through a program of initiatives, and will report progress annually.

WQ8 Stormwater Management Plans – Implementation
Melbourne Water will implement the actions ascribed to it in Stormwater Management Plans in priority order.

Infrastructure will be constructed in accordance with the proposed capital works program to reduce pollutant loads in urban stormwater run-off, including a reduction in average annual nitrogen loads of 100 tonnes by 2010.

MF1(a) Greenfield Drainage Schemes
All new growth areas in development corridors will have drainage schemes in place within three years of significant subdivisional activity commencing.

WW6 Waterway Condition Reports
The condition of a proportion of rivers and creeks will be reassessed each year using the Index of River Condition at the rate required to cover all major rivers and creeks every five years.

WQ5(b) Investigations to fill gaps

WQ5(a) Water Quality Data – analysis and reporting

Complete a program to identify and investigate faecal hotspots in the Yarra catchment by 2008.

DF5 Hydrographic Data Reporting
Melbourne Water will annually update and publish a schedule setting out the quality and availability of rainfall and streamflow data and the fees for supplying it, and will meet all external requests for data within 10 working days.
